Fire Captain


FIRE CAPTAINDEFINITION:Supervise and oversee Engine Company activities involving fire suppression, Emergency Medical Services, fire prevention, inspection and investigation activities. Under the direction of Staff Officer and/or Fire Chief, to supervise personnel and activities of an assigned station: 1) to carry out various administrative functions as assigned by the Fire Chief or their designee.This classification is assigned to the Firefighter's Bargaining Unit for labor relations purposes and is subject to overtime and callback assignments.DISTINGUISHING CHARACTERISTICS:Positions in the class are distinguished from positions in the class of Fire Engineer by the fact that the Captain provides management of specialty functions including communications, emergency medical services, training, hazardous materials, public information, investigation, safety, prevention and others as assigned by Fire Chief, or his representative; routinely assumes fire ground command as part of job; is assigned a supervisory role at: an individual station, fires and other emergencies.ESSENTIAL FUNCTIONS: Duties may include, but are not limited to, the following:Responds to emergency calls of all types and assumes responsibility as Incident Commander unless relieved by a senior officer.Assists in all aspects of fire fighting operations.Operates resuscitator, defibrillator and other emergency equipment and administers medical aid.Supervises vehicle maintenance and may perform mechanical repairs.Conducts maintenance procedures to facilities and equipment.Answers general questions from the public.Plans, organizes and directs, under the supervision of the Fire Chief, the functioning of specialty areas within the Fire Department.Enforces Fire Department rules and regulations.Performs a wide variety of general staff work as assigned.Prepare reports, forms and recommendations and other required administrative procedures of Station/Company.Investigate cause and origin at a fire scene.Studies and applies principles of fire hazard identifications and fire fighting techniques.Participates in drills and exercises and conducts same.Performs fire inspection and prevention duties.Supervises shift and crew at station and emergency scene.Develops, supervises and/or administers training in fire fighting tactics, chemistry, rescue, safety and related areas.Participates in monitoring employee performance objectives.Participates in employee performance reviews.Administers Fire Department progressive disciplinary program, up to and including oral reprimand; recommends higher levels of discipline.Performs related duties as assigned.MINIMUM QUALIFICATIONS:Knowledge of:Modern fire fighting tactics, procedures and equipment and the ability to apply the knowledge of fire control and fire prevention situations.Emergency/medical aid procedures and techniques, the geography of the City and of major fire hazards and water supply systems.Building materials and construction and the principles of combustion.Local, state and national codes, ordinances and laws relating to fire prevention.Principles and supervision, management and training.Rules, regulations and procedures of the Fire Department.Ability to:Lead personnel effectively and maintain discipline.Plan and supervise the work and training of subordinates.Organize, implement and supervise departmental goals and coordinate training on an assigned shift.Direct full-time and reserve staff at emergency scenes in a calm, effective manner while insuring maximum efficiency of resources to address the emergencies.Interpret, explain and apply fire prevention laws and departmental rules and regulations.Represent the Department in public forums.Maintain standards of adequate physical endurance, agility, health and vision.Establish and maintain cooperative relationships with those contacted during course of work.EXPERIENCE, EDUCATION AND TRAINING GUIDELINES:Experience:Three years of full-time fire fighting experience with the City of Turlock, including at least one year as a Fire Engineer.Education:Equivalent to graduation from high school, and fifteen (15) units of college coursework leading to an Associate Degree in Fire Science or a related field at time of application.LICENSE AND/OR CERTIFICATEPossession of a valid Class B California Driver's license and maintenance of the same as a condition of continued employment.Possession of an EMT Certificate and maintenance of the same as a condition of continued employment.DESIRABLE QUALIFICATIONS:Equivalent to an Associate Degree in Fire Science, Public Administration or a related field.Possession of State Fire Marshal Company Officer Certification.PHYSICAL REQUIREMENTSAt time of appointment to this position, incumbents must possess the physical ability and stamina to meet fire and safety protection line duties including: vision corrected sufficiently to drive City vehicles and apparatus and meet medical standards established by the Department of Motor Vehicles to maintain a Class B Driver’s License, read blueprints, fine print and MDT’s; hear well enough to identify mechanical noises, converse on the radio, telephone, and in person over incident noise; bodily mobility to crawl in attics, maintain balance on narrow platforms, climb ladders, make rapid transitions from rest to near maximal exertion without warm-up periods; use of hands and fingers to write, drive vehicles and administer medical treatment; must be able to lift equipment and people as necessary; free from any physical, emotional or mental condition that might adversely affect the ability to exercise the duties of the position; tolerate extreme fluctuations in temperature while performing essential functions; must perform physically demanding work in hot (up to 400 F), and humid (up to 100% humidity) atmospheres while wearing firefighting equipment which significantly impairs body cooling mechanisms.Reviewed and Approved: ______________________________ _______________Personnel Officer Date
