Electrical Mechanical Technician, Senior


DEFINITION

To perform skilled journey level and lead work as well as troubleshooting abilities relating to the electrical, mechanical and electronic equipment associated with the Wastewater Treatment Facility, Water Distribution System, Sewer/Storm Collections pumping stations, Telemetry system, the City of Turlock's Traffic Signal and Street Light Systems and related facilities.

This classification is assigned to the miscellaneous bargaining unit for labor relations purposes and is subject to overtime, call-back and standby assignments.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by the Electrical Mechanical Maintenance Supervisor.

May assist in supervising other Electrical Mechanical Technicians within the division.

ESSENTIAL FUNCTIONS: Duties may include, but are not limited to, the following:

• Perform a variety of skilled journey level work relating to preventative maintenance, troubleshooting, repair, design and installation of mechanical / electrical/electronic systems, hydraulic and pneumatic equipment. Calibration and record keeping of instrumentation requiring at all facilities having this equipment.

• Complete knowledge of the City of Turlock's Traffic Signal system and Street Lighting System. Provide all maintenance to reported problems to the Traffic Signal and Street Light (TSSL) division. Provide specialized preventative maintenance and training. Insure all Work Zone Traffic Control safety procedures are implemented prior to any work being started.

• Exercise independent judgment in the performance of duties and instruct others in related job functions.

• Maintain written and computerized records of work performed and materials used, using Computerized Maintenance Management Software (CMMS).

• Manage, operate and program the Telemetry System. Design graphic slides for display on graphic terminal workstations.

• Installation of new Remote Terminal Units (RTU's) and expanding the capability of existing RTU's input and out points, Calibration of all sensors on Telemetry System for accurate display on graphic workstation.

• Prioritize and coordinate work assignments within the department and other divisions, responding to work orders and emergency requests.

• Read and interpret plans, schematics, blueprints, manuals and specifications while instructing same to maintenance mechanics through work assignments and coordination of effort.

• Respond to 24 - hour emergency calls seven days a week.

• Perform related duties as required.

MINIMUM QUALIFICATIONS

Knowledge of:

  • Advanced journey level skills in electrical and mechanical diagnosis and repair.
  • Methods, practices, materials, tools equipment and test equipment used in the mechanical, plumbing, electrical and instrumentation repair of major and minor plant and related facilities system equipment.
  • California State general and electrical safety orders.
  • Use and maintenance of a wide variety of hand, power and shop tools, specialized test equipment and other equipment necessary in job performance.
  • Geography of the City, including the location of major utility systems.

Ability to:

• Supervise and train maintenance mechanics within the department.

• Implement and maintain a comprehensive preventive maintenance program for the Municipal Services Department.

• Diagnose and repair defects in a variety of mechanical, electrical, electronic and Traffic Signal and Street Light system equipment, but not limited to, Telemetry and associated equipment.

• Estimate labor and materials for proposed work.

• Keep records and prepare reports of work progress.

• Respond to emergency conditions, using good judgments, and make the appropriate repairs.

• Establish and maintain effective working relationships.

• Coordinate with other divisions and departments for timely completion/managements of projects.

EXPERIENCE AND EDUCATION

Experience:

Three years of experience as an Electrical Mechanical Technician in a position comparable to that of an Electrical Mechanical Technician II.

Education:

High School diploma or GED certificate. Six college units or CEU’s in a related field or scholastic general education (i.e. Speech, Math, English, Science, Foreign Language etc.) and three college units or CEU’s in Supervision or Management for a total of nine college units or CEU’s.

LICENSE AND/ OR CERTIFICATE

License:

Possession of an appropriate, valid Class B Driver's License at the time of appointment, to be maintained as a condition of continued employment.

Certificate:

Possession of a Mechanical or Instrumentation Technology Grade III Certification at the time of appointment.

Possession of a Traffic Signal Technician Level II Certification.

Possession of a Roadway Lighting Level I Certification.

Possession of a Work Zone Safety Certification.

PHYSICAL REQUIREMENTS

Maintain the following physical abilities: see well enough to read, write and make observations, operate hand and power tools, vehicles and heavy equipment; hear well enough to converse on the radio, telephone and in person; bodily mobility to walk, bend, stand, crouch or climb for extended periods of time, operate assigned equipment and vehicles and perform heavy manual labor for extended periods; ability to tolerate extreme fluctuations in temperature while performing essential functions and be able to lift equipment as necessary.

Note: When this position of filled through flexible staffing, the requirements as defined in the Flexible Staffing program must be met to be eligible to promote to a Senior Electrical Mechanical Technician.
