DEFINITION

To plan, assign, supervise and review the work of the electrical/mechanical maintenance staff in a wide variety of electrical/mechanical equipment associated with the wastewater treatment facility, water distribution system, sewer/storm collections pumping stations, traffic signals, and roadway lighting. This is a working supervisor position.

This classification is assigned to the miscellaneous bargaining unit for labor relations purposes and is subject to overtime, stand-by, and call-back assignments.

SUPERVISION RECEIVED AND EXERCISED

General direction is provided by the Utilities Manager.

Responsibilities include direct supervision of electrical and mechanical staff.

ESSENTIAL FUNCTIONS - Duties may include, but are not limited to, the following

• Develop and implement schedules and priorities; plan, assign, and supervise the work of electrical/mechanical staff in a wide variety of equipment. Inspect work in progress and upon completion for compliance to standard trade practices.
• Perform skilled journey level work related to electrical, mechanical, electronic, equipment associated with the wastewater treatment facility, water distribution system, sewer/storm collections pumping stations, traffic signals, and roadway lighting.
• Maintain a preventive and predictive maintenance program using a CMMS, and order supplies and materials.
• Assist in preparing, administering and monitoring the department budget.
• Assist in the performance evaluations of subordinate personnel.
• Train and supervise electrical/mechanical staff.
• Ensure the use of OSHA safety rules, appropriate personal protective equipment and proper work techniques.
• Perform preventative and predictive maintenance on equipment to insure proper and safe operation.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Methods, practices, materials, tools and equipment used in the installation, adjustment, maintenance and repair of mechanical, electrical and electronic systems.
• Occupational hazards and standard safety precautions necessary in the work place.
• Electrical troubleshooting, SCADA System repair, and a wide variety of Mechanical system repair.
• Methods and practices used in the supervision and training of personnel.
• Safe working practices and procedures.

Ability to:

• Supervise journey level electrical/mechanical, and instrumentation staff.
• Operate electronic and electrical testing equipment.
• Respond to 24 hour emergency conditions, using good judgement, and make the appropriate repairs.
• Diagnose Troubleshoot and repair defects in a variety of mechanical, electrical and electronic equipment including, but not limited to, telemetry and associated equipment.
• Communicate clearly and concisely, both orally and in writing.
• Understand and carry out oral and written instructions.
• Train subordinate personnel.
• Keep record and prepare reports of work progress. Operate a CMMS, generate reports, and purchase supplies and materials
• Establish and maintain effective working relationships with those contacted during the course of work. Provide excellent customer service.

EDUCATION AND EXPERIENCE

Education

Equivalent to the possession of an Associate's degree with coursework in electrical technology, mechanical technology, industrial technology, or closely related field within four (4) years of appointment as a condition of continued employment.

Experience

A minimum of five years of increasingly responsible journey level experience working with electrical, mechanical, and industrial equipment.

LICENSE OR CERTIFICATE

Possession of an appropriate, valid California Driver’s License at the time of appointment, to be maintained as a condition of continued employment. Ability to obtain a Class B California Driver’s License within 12 months from date of appointment as a condition of continued employment.

Ability to obtain a Grade IV certification in mechanical or electrical/instrumentation technology issued by the California Water Environment Association within 48 months from date of appointment as a condition of continued employment.

DESIREABLE QUALIFICATIONS

Possession of an Associate’s degree in a related field.

PHYSICAL REQUIREMENTS

Maintain the following physical abilities: see well enough to read, write and make observations, operate hand and power tools, vehicles and heavy equipment; hear well enough to converse on the radio, telephone and in person; bodily mobility to walk, bend, stand, crouch or climb for extended periods of time, operate assigned equipment and vehicles and perform heavy manual labor for extended periods; ability to tolerate extreme fluctuations in temperature while performing essential functions and be able to lift heavy equipment as needed.
