City of Turlock Business Development and Assistance Program Empowering Turlock's Small Businesses
The City of Turlock is proud to offer the Business Development and Assistance Program, designed to provide strategic consulting, business development guidance, and targeted advertising support to elevate local small businesses.
Through this initiative, eligible businesses may receive up to $3,500 in grant funding-disbursed in two payments of $1,750-to invest in Meta (Facebook/Instagram) and Google Ads. These funds aim to enhance online visibility, drive traffic, and help businesses grow in today's competitive marketplace.
Eligibility Requirements:
To qualify for the program and online advertising grants, businesses must:
- Be located in Turlock and have a valid City of Turlock business license
- Operate out of a commercial location (one application per address/license holder)
- Employ 50 or fewer individuals
- Not be part of a franchise or corporate chain
Please note: Funds are limited to the first 100 qualifying businesses and are available on a first-come, first-served basis while funding lasts.
Free Workshops and No-Cost Consulting
Even if you do not qualify for grant funding, we encourage you to apply and attend our free in-person workshops. These workshops offer valuable training on marketing, advertising, and online growth strategies-at no cost to your business.

Grant Reporting Requirements:
Businesses awarded grant funding must submit campaign performance reports including metrics such as:- Reach, impressions, clicks, and engagement
- Screenshots or exports from the advertising platform
- (Optional) Profit or revenue impact, which will be kept confidential unless written consent is provided for disclosure
